Graduation from high school or GED; previous experience in an office or customer service environment preferred.

Department: Recorder

Title: Assistant Recorder FLSA: Non-Exempt

Date: July 2020 Reports to: County Recorder

PURPOSE

Under general direction, provides informational and processing services to the public involving the recording of legal instruments and documents in accordance with the Code of Iowa; collects and records fees for services; maintains books, files, indexes, and records; issues boat, ATV and snowmobile registrations, titles and liens; issues hunting and fishing licenses and trail passes; takes marriage applications and issues marriage licenses and certificates; makes certified copies of vital records.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

The following duties are typical for this job. These duties are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.

Assists customers in person, on the phone and through email.

Reviews legal documents received by mail, in person or electronically prior to recording to ensure that forms, signatures, notary seals and accompanying statements are attached and in compliance with statutory and policy requirements. Returns rejected documents with instructions for correction.

Records and collects proper fees for all instruments. Verifies in computer or index books the original document to be released, extended, amended, continued or terminated. Indexes and/or verifies documents in the computer by grantor/grantee information, legal description, associated documents, etc. Scan all instruments that are recorded. Balances monies received at the end of day.

Assists couples with marriage applications. Collects fee and enters application information in the computer to create the marriage license and certificate of marriage. Once the certificate of marriage is returned, it is checked for accuracy and entered into IVES. Issues a free certified copy to the couple.

Issues certified copies for customers by mail and in person of births, deaths and marriages. Seals vital records and updates the birth/death matches as notified by the State Department of Health. Balances the IVES account for each ACH period.

Registers and collects fees for boats, ATV’s and snowmobiles. Balance the RVVRS account for each ACH period. Prepares the monthly sales/use tax report for the Iowa Department of Revenue.

Reconciles bank account and makes bank deposits.

Trains clerk and verifies work.

Balances transfer fees with the Auditor’s office and prepares Auditor transfer fee report. Prepares

management fee, electronic transaction fee and monthly Recorder’s fee reports. Prepares and issues statements to abstractors, surveyors and attorneys.

Serves as County Recorder in her absence.

MINIMUM EDUCATION AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL FUNCTIONS

Graduation from high school or GED and three (3) years of support experience in real estate or legal document processing work or any job related work experience which would provide familiarity with the functions of this office.

MINIMUM PHYSICAL AND MENTAL ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS

Physical Requirements

Work involves regular activity walking, standing, bending, stooping, kneeling, reaching (vertical and horizontal), using fingers, hands, feet and legs in providing various program services. Daily lifting and carrying of books weighing up to 20 pounds. Sufficient manual dexterity (fingers, hands, arms) to operate a scanner, computer terminal, copier, adding machine, typewriter, or related standard office equipment.

Cognitive Demands

Requires the ability to review, examine and properly record real estate transactions, agreements, releases, foreclosures, contracts, leases, ordinances, resolutions and related legal documents. Complete proper forms and documents, summarize and balance daily transactions requiring numerical aptitude, visual comparison, motor coordination skills, memory for details and familiarity with all controlling statutory provisions contained in 331.601 through 331.609 of the code of Iowa. Proficient in basic mathematics (addition, subtraction, division and multiplication). Requires clarity of vision to see objects 20” or less in distance, clerical perception to observe differences in data and visual distinctions of data.

Language Ability & Interpersonal Communication

Communicate effectively with real estate representatives, attorneys, financial representatives and the general public. Requires the ability to speak clearly and distinctly with appropriate pauses and emphasis using correct pronunciation, variations in word order using the English language. Write sentences containing subject, verb and object, and series of numbers, figures, names and addresses. Apply common sense understanding to carry out with one or two step procedures and instructions. Deal with standardized situations with frequent variables.

Environmental Adaptability

Work is performed in an office environment and occupational hazards would not be significant.
